H.R.1943 To provide for an effective HIV/AIDS program in Federal prisons.

 

The Bureau of Prisons is directed to test inmates for HIV upon intake and counseling and upon reentry into the community. Also required is HIV/AIDS prevention education, annual testing while in prison, testing of pregnant inmates, comprehensive medical treatment for those who test positive, confidential counseling and treatment and timely notification of results. Inmates, however, can decline to be tested.

 

The idea behind the bill is to stop the spread of HIV/AIDS among inmates, protect prison guards and other personnel and the outside community.

 

A yearly report to Congress on the program and on the incident of hepatitis is required.

Cost to the taxpayers: Such sums as may be necessary are authorized.
