Presidential Determination 2007-30 on waiving prohibition of US Military Assistance with respect to Montenegro.

 

The Bush administration has actively traveled the world exchanging military aid and military goods to countries that agree not to participate in a section of the Rome Statute of the International Criminal Court, a UN project that requires participating countries to turn over to the ICC, those under investigation as violators of human rights. Countries that sign on are prohibited from turning over US personnel and possibly nationals who work for the US.

 

Although the agreement causes a breach in the compact with the UN, most countries, over 40 thus far, agree to the arrangement.

 

The Clinton administration joined the treaty but the Bush administration removed the US signature holding that the program threatens US troops and personnel who may be brought to trial for political reasons. The effort to gather signatures was managed for several years by John Bolton prior to his appointment as US Ambassador to the UN.

 

This Determination announces that Montenegro has signed the agreement with the US.
