Under a requirement in the National Defense Authorization Act of 1995 the President is certifying US interdiction of aircraft reasonably believed to be primarily engaged in illicit drug trafficking in Colombia’s airspace is necessary because it poses and extraordinary threat to Colombia’s national security.

The Determination rests on the President’s certification that Colombia has appropriate procedures in place to protect against the loss of innocent life in the air and on the ground in connection with the interdiction and that the procedures, at a minimum include effective means to identify and warn aircraft before the use of force is directed against them.
