S 1764 to provide for the continued education of students affected by Hurricane Katrina.

BRIEF

The bill authorizes the Secretary of Homeland Security upon the request of the Secretary of Education to transfer any funds made available by FEMA. The Secretary of Education may also use funds otherwise uncommitted as of September 20, 2005 and can continue to use them through September 30, 2006. The funds must be used to fill an immediate need and only if another federal source is not meeting the need.

The funds can be used to pay personnel including teacher aides, to provide instruction, pay operation costs of the educational agencies providing the schooling and to purchase instruction materials and equipment for the students.

Sponsor: Senator Kay Bailey Hutchison

Vote: Passed Senate without objection September 21, 2005.

Cost to the taxpayers: "CBO estimates that enacting S. 1764 would increase direct spending by $224 million over the 2006-2007 period. Enacting the legislation would not affect federal revenues."
