S.1709 A bill to provide favorable treatment for certain projects in response to Hurricane Katrina, with respect to revolving loans under the Federal Water Pollution Control Act, and for other purposes.
BRIEF
Alabama, Louisiana and Mississippi, under this bill, would be allowed to extend loans to water systems not part of the State Intended Use Plan and, at the request of a homeowner, test well water to see if it was affected by Hurricane Katrina.
The bill would also make certain projects eligible for a revolving loan. Those projects must repair or rebuild a publicly-owned treatment works affected by Hurricane Katrina or a water quality project directly related to relief efforts. The bill would allow further that for two years the States may extend the terms of a revolving loan if the loan terminates no later that thirty years after the project is completed and does not exceed the expected design life of the project. The actions the States can take include forgiving the principal of the revolving loan or requiring a zero-percent interest rate on the loan.
