H.R.970 To amend the Federal Food, Drug, and Cosmetic Act with respect to the distribution of the drug dextromethorphan, and for other purposes.
The bill reigns in the movement of bulk dextromethorphan, a cough suppressant drug. Distribution or possession of the drug in its ‘unfinished’ capacity is prohibited by anyone who is not registered with The Secretary of health and Human Services as a producer of the drug or device. ‘Unfinished’ means that the drug has not yet been combined with something resulting in its finished dosage form.
The drug can not be distributed to any person other than a registered person but common carriers are not prohibited from distributing the drug between registered persons.
