H.R.2094 To provide for certain administrative and support services for the Dwight D. Eisenhower Memorial Commission, and for other purposes.
The Commission governing the memorial for former president Dwight D. Eisenhower was created in 2000. The bill expands the Commission’s powers to solicit, accept and spend funds to carry out the design and construction of a memorial to the President Eisenhower.
Other provisions in the bill extend authority to the Commission to enter into contracts for specialized and professional services and to hire staff without going through the competitive process. The Commission is further authorized to appoint an architect to design the memorial, obtain intermittent services as needed and accept volunteer services. The Commission may call on any department of the Federal government for assistance and support (mostly for information).
Gifts of land or services can be accepted and will be considered gifts under the US tax code. Commission members will be paid travel and per diem expenses, may hire an executive director at government pay levels along with three paid senior staff members. Volunteers may also be reimbursed for travel and per diem.
