Presidential Determination 2007-35 Waiver of limitation on obligation and expenditure of $1.6 billion in economic support funds for Iraq.

 

The recent supplemental providing about $95 billion for Iraq and the war on terror specified that certain economic support funds for Iraq were contingent on Iraq making progress in political reform efforts to solve problems that do not have a military solution. The president was also authorized to waive the requirements on the basis of US national security interests or certify to Congress that the benchmarks were achieved.

 

The Determination does not explain the basis of the president’s waiver but allows for the $1.6 billion to be dispersed.
