H.R.719 To require convicted sex offenders to register online identifiers, and for other purposes.
E-mail and instant message addresses and similar online identifiers of convicted sex offenders would be included in the National Sex Offender Registry.
The information would be kept current but would be exempt from public disclosure but the database would be available to commercial social networking websites for comparison with the identifiers of their users. Those commercial websites would be exempt from liability if they comply with the Act’s requirements that include protecting the information from the NSOR database and providing the Attorney General with identifying information from their own databases.
A sex offender who does not provide the information to the NSOR can face a fine and up to ten years in prison and up to 20 years if giving false information with the intent to use the Internet to engage in criminal sexual conduct with a minor.
Anyone over the age of 18 who misrepresents there age with the intent of using the Internet to engage in criminal sexual conduct involving a minor or to facilitate such conduct will face fines and imprisonment up to 20 years in addition to any penalties levied by other jurisdictions for the crime.
