H.R.3919 To provide for a comprehensive nationwide inventory of existing broadband service, and for other purposes.
The FCC is required to conduct an assessment of the implementation of broadband services throughout each State and to compare the extent of broadband services in other countries.
An ‘inventory’ map of available broadband services through the country is also required. Grants may be made to States or non-profit organizations to assist in providing information to facilitate the development of the map.
Grants will also be available to local technology planning entities to assess the current use of broadband services, set goals to maximize use, identify local demand and aggregate demand and develop programs to increase computer ownership and Internet access for underserved populations. Grants may not be used to provide broadband service or equipment or facilities.
The FCC is required to conduct surveys to determine the type of technology consumers use and how much they pay. Data transmission speeds and types of applications the consumers must often use.
