H.R.2705 To amend the Compact of Free Association Amendments Act of 2003, and for other purposes.
A 2003 bill is amended to include unobligated funds be made available to the US Agency for International Development and the Federal Emergency Management Agency to facilitate their activities under the Federal Programs and Services Agreements.
The amendment also applies to Federal Programs and Services agreements between the US and the Federated States of Micronesia and the Republic of the Marshall Islands and the Republic of Palau. Legal services to the residents of those entities who live legally inside the US will continue to be available.
Also in the agreement amendments are the continuation of US rights to military use and operating rights in the Marshall Islands.
The government of Palau may deposit payments otherwise payable to the US in a trust fund if the earnings of the fund are spent solely for maintenance of the road system.
