H.R.2080 To amend the District of Columbia Home Rule Act to conform the District charter to revisions made by the Council of the District of Columbia relating to public education.
The bill removes sections of the Home Rule Act governing the District of Columbia allowing the D.C. Council to establish how much funds may be spent for education in the District but the Council is prohibited from specifying how the funds can be spent. Those decisions would be made by the D.C. Board of Education.
The bill also allows the D.C. government to carry out Council-approved legislation and gives the mayor the reigns of the operating budget, capital program, public school system and the Superintendent of Schools.
