Presidential Determination 2007-17 Transfer of defense articles in support of the Southern Sudan Security Sector Reform Program.

The transfer, through the Secretary of State, involves government-funded transfers and commercial exports of defense articles and services necessary for the Southern Sudan Security Sector Reform program of the Government of Southern Sudan.

 

The transfer includes support for:

Transformation of the Sudan People’s Liberation Army from a guerrilla force into a smaller, conventional force;

The Sudan People’s Liberation Movement;

A protective service detail,

Police service, and

Intelligence and other law enforcement entities of the Government of Southern Sudan,

 

Transfers will also go to private entities involved in the SSR program.

 

The transfer is considered in line with the national security interests of the US. Previous laws prohibiting such transfers are waived. Congress is informed 15 days prior to any transfer.

 

No dollar amounts are given. Funding for this transfer would probably already have been granted through one or another foreign aid or foreign operations bills since the Determination is directed to the Secretary of State. The President has, in the past, provided surplus military materiel and defense services to the African Union forces when they were heading fro Sudan but did so in the form of a drawdown of Defense articles and services.
