HR 2107 to modify authorities for the use of the National law Enforcement Officers Memorial Maintenance Fund and for other purposes.
BRIEF
The Secretary of Interior through the National Park Service would transfer funds to the National Law Enforcement Officers Memorial Fund, Inc. The Fund gained some money from sale of a commemorative coin in 1996 and spent $12 million on the monument but $1.4 million remained unspent.
Bill Sponsor Jim Saxton (R-NJ-3rd) explained the simple twist of fate that lead to this bill “Unfortunately, due to a series of unintentional oversights, the nearly $1.4 million generated from the sale of the coin was misplaced and until recently was never invested by the U.S. Treasury in an interest-bearing account, as required by law.
“For the past 6 years, the Memorial Fund has tried, unsuccessfully, to gain access to the maintenance fund to make needed repairs to the memorial. During this time, the Memorial Fund has spent more than $250,000 of its own funds, despite the existence of the $1.4 million.”
The bill repeals the allowed use of the fund to provide educational scholarships to dead officer’s families and limits the use of funds for administering the Memorial Fund and Memorial activities to 10 percent of Fund’s the yearly income or $200,000, whichever is less.
Sponsor: Representative Jim Saxton (R-NJ-3rd)
Vote: Passed House 392 to 0 (RC 173) (May 16, 2005)
Cost to the taxpayers: No discernible cost. Profits from commemorative coin sales are only what remains after the cost of minting and distributing the coin are recouped by the coin sales.
