H.R.835 To reauthorize the programs of the Department of Housing and Urban Development for housing assistance for Native Hawaiians.
Native Americans and Native Hawaiians benefit from this bill that extends for five years the authorization of appropriations to give assistance to Native Americans seeking housing and loan guarantees for Native Hawaiians seeking housing help.
To accomplish this the bill makes the Department of Hawaiian Home Lands of Hawaii eligible for loan guarantees and authorizes it to issue bonded debt for up to five times the yearly allocation. The Native American part of the bill is already in place and the bill just extends the benefit.
Both programs are distributed through the block grant formulas that provide funds for housing directly to the tribes for Native Americans and through the State organization for Native Hawaiians. The funding was only authorized through 2005 for those programs but was continued even thought the program expired.
Native Hawaiians find relief in the bill from the requirement that they must be turned down for a loan before they are eligible to apply under this program. The guarantee is for 95% of the principal of the loan. Refinancing to take advantage of lower interest rates is authorized on existing loans.
