H.R.700 To amend the Federal Water Pollution Control Act to extend the pilot program for alternative water source projects.

 

U.S. communities now taxed with limited water resources in contrast to growing populations are exploring alternative water supplies such as reclamation, reuse and conservation.

 

Congress passed in 2000 the authorization of $75 million for two years of grant funding for alternative water projects with a 50% Federal cost share. This bill extends the program and increases the amount of grant money available.

 

Sponsor:  Rep. Jerry McNerney (D-CA-11th)

Vote: Passed House 368 to 59 March 8, 2007 (RC 130). A Motion to recommit the bill with instructions as per the second Price amendment (see below) succeeded 427 to 0 (RC 129)

Cost to the taxpayers: Authorizes $125 million for EPA grants. “CBO estimates that implementing this legislation would cost $86 million over the 2007-2012 period.”

Earmark Certification:   Not applicable to this bill.

The House proceeded with 10 minutes of debate on the Price (GA) motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment inserting a new section at the end of the bill to limit use of funds.
