H.R.467 To authorize early repayment of obligations to the Bureau of Reclamation within the A & B Irrigation District in the State of Idaho.

This bill passed the House by voice vote in 2006 but was not considered in the Senate.

The bill provides that owners of land in the A&B Irrigation District in Idaho may repay to the Bureau of Reclamation, earlier than required, the construction costs of allocated (irrigation) District project facilities.

Once the bill is paid in full the land will not be subject to the ownership and full-cost pricing limitation under the Federal reclamation law of 1902. Upon payment a certificate is issued but contractual rights are modified or amended either in state or federal contracts relating to the property.

No contractual rights are modified, amended or reopened by the bill nor are any rights. Obligations or relationships between landowners and the District under Idaho law are not modified by the bill.

Sponsor:  Rep. Michael K. Simpson (R-ID-2nd)

Vote: passed House by voice vote March 5, 2007

Cost to the taxpayers: No discernible cost.

Earmark Certification:   Not applicable to this bill.
