Week Ending March 23, 2006

H.R.251 To amend the Communications Act of 1934 to prohibit manipulation of caller identification information, and for other purposes.

A popular bill that has been introduced almost yearly but never made it to laws, this bill again amends 1934 law to make it illegal for anyone to cause their caller ID to transmit misleading or inaccurate caller ID information called spoofing (unless it is law enforcement doing the spoofing). The law would apply to any telecommunication service or voice over Internet Protocol service.

Blocking a service from sending the ID data is allowed, sending false data is not.

The bill does not appear to incur any cost to the taxpayer and does not set any guidelines for fining or jailing violators.

Sponsor:  Rep. Eliot L. Engel (D-NY-17th)

Vote: Not considered on the House floor. See HR 740 for similar bill passed this week

Cost to the taxpayers: No discernible cost

Earmark Certification:   Not applicable to this bill.
