Week Ending March 30, 2006

H.R.1130 To amend the Ethics in Government Act of 1978 to extend the authority to withhold from public availability a financial disclosure report filed by an individual who is a judicial officer or judicial employee, to the extent necessary to protect the safety of that individual or a family member of that individual, and for other purposes.

Judges make unpopular decisions, sometimes and are subject to vengeance from some who are sentenced. This bill restricts access to personal information about family members of judges if that info might endanger them.

Such data is governed by the Judicial Conference and the bill authorizes the removal of some personal or financial disclosure reports.

The Judicial Conference will report to Congress on the type of information redacted, steps and procedures in place to ensure sufficient information is available to litigants to determine if there is a (financial) conflict of interest, principles used to guide implementing the redaction of information items, public complaints relating to redacted information

Sponsor:  Rep. John Conyers (D-MI-14th)

Vote: Passed House by voice vote March 2007

Cost to the taxpayers: No discernible cost.

Earmark Certification:   Not applicable to this bill.
