In Executive Order 13288 of 2003 the President declared this emergency and moved to block the property of persons determined to be undermining democratic processes or similar institutions in Zimbabwe, Africa.

The President explains that the Order resulted from his conclusion that those undermining democracy there pose an unusual and extraordinary threat to US foreign policy. The actions contributed to the deliberate breakdown in the rule of law in Zimbabwe, politically motivated violence and intimidation and political and economic instability in southern Africa.

In 2005 the President blocked property of additional individuals. The Notice says that the actions of those persons continue to pose an unusual and extraordinary threat to US foreign policy and this notice continues the President’s earlier actions through March 6, 2008 and includes some members of the Zimbabwe Government.
