Presidential Determination 2007-15 on the eligibility of the Republic of Montenegro and the Republic of Serbia to receive defense articles and defense services.

Under a section of the Foreign Assistance Act of 1961 the President may certify that military equipment and services may be sold to Montenegro and Serbia because they will not sell, transfer or license for sale against pro-democracy advocates and those who would disrupt democracy in the area. The sale is considered to strengthen the security of the US and promote world peace.
