Presidential Determination 2007-12 imposing and then waiving sanctions on the Palestinian Liberation Organization.

Under a 2003 law governing US involvement with the Palestinians the President is given several options if he decides that the PLO is not meeting commitments set forth in the bills or agreements or that promote the US position in the region.

The President can deny visas to PLO and Palestinian Authority officials, downgrade the office status thereby effectively closing it down to any activities other than a public information source, have the Secretary designate the PLO, Fatah or Tanzim as foreign terrorist groups bringing up yet another set of sanction-oriented options, or prohibit US assistance to the West Bank and Gaza.

The President can chose up to two sanctions to impose. The sanctions last for 180 days and can be extended by the president. The President can waive any of the sanctions if he deems it is in the interest of US national security and he notifies the appropriate Congressional committee.

In this Determination he has chosen to downgrade the PLO office option and then waived the sanction in the interest of national security.#
