Presidential Notice-continuation of the national emergency relating to Cuba and the emergency relating to the regulation of anchorage and movement of vessels.

The notice relives the 1996 destruction of two US-registered civilian aircraft in airspace north of the island of Cuba. Cuba insisted upon its right to defend its sovereignty against US-registered vessels or aircraft entering Cuban territorial waters or airspace even if involved in a flotilla or peaceful protest, the Notice text reads

 

In 2004 the President expanded the emergency status and denied monetary and material support to the Cuban government after Cuba threatened to interfere with US/Cuba accords governing migration from the island and threatened the US Interests Section on the island.

 

The sanctions are continued.

 

Cuba continues to hold that the US intends to invade the island.
