H.R.1511 To amend the Torture Victims Relief Act of 1998 to authorize appropriations to provide assistance for domestic and foreign programs and centers for the treatment of victims of torture, and for other purposes.
The 1998 law, the Tortured Victims Relief Act, is amended to allow appropriations for FY 2010 and 2011 for HHS grants to programs within the US to cover the cost of services provided by treatment center that deal with rehabilitation of victims of torture, social and legal services, and research and training of healthcare providers at other treatment centers so that they may provide such services.
Grants are also authorized through the President for treatment centers and programs in foreign countries and the UN Voluntary Fund for Victims of Torture.
