H.R.416 To amend the Higher Education Act of 1965 to prohibit assistance to institutions of higher education located in States that provide in-State tuition or other forms of student financial assistance to illegal aliens.
The Higher Education Act of 1965 provides for funding to institutions of higher learning in the form of grants to the institution of contracts with them. This bill prohibits funds to those institutions if they are in States that expressly authorize providing State student aid to illegal aliens. The prohibition includes States that provide in-state tuition, grants, loans, work-study or other financial assistance to illegal aliens that would reduce the cost of attending the institution. Reductions in tuition or fees such as those granted to in-state students is also prohibited.
The bill would not affect or prohibit the provision of Federal student financial assistance to any student at the institution.
