H.R.1441 A bill to strengthen controls on the export of surplus parts for F-14 fighter aircraft.
The bill is also titled ‘Stop Arming Iran Act’ because it is believed that the F-14 fighter repair parts are largely being purchased by that country.
Congress finds that the Department of Defense is responsible for demilitarizing and auctioning off sensitive, surplus US military equipment, the F-14 Tomcat fighter aircraft, recently retired in particular. Congress concludes that Iran is the only other country flying the F-14 besides the US. The GAO reported recently that US military equipment, including parts for the F-14 can be acquired in a ‘disturbingly effortless’ manner. Moreso, the GAO discovered that such plane parts heading for Iran have been seized by US customs and were then resold, illegally to Iran again.
What with the fear of Iran seeking nuclear weapons capability and it’s involvement with terrorism the bill concludes that a functioning Iranian Air Force of F-14s would make it more difficult to ‘confront’ the nuclear weapons capability of Iran and would strengthen Iran’s ground war capability. Seen as threats to regional and global security, the bill aims to prohibit the sale of spare F-14 parts to Iran.
Under the bill, the Department of Defense may not sell, directly or indirectly, any parts for the F-14 fighter whether through the Defense Reutilization and Marketing Service or another agency or element of the Department. The exception is sales to a museum within the US that is involved in the preservation of the plane.
No license for the export of F-14 parts to a non-US person or entity may be issued by the US Government.
