H.R.1051 To direct the Secretary of Education to establish and maintain a public website through which individuals may find a complete database of available scholarships, fellowships, and other programs of financial assistance in the study of science, technology, engineering, and mathematics.

STEM stands for Science, Technology, Engineering, and Mathematics. The bill requires the Secretary of Education to establish a database to provide students, online access to scholarships, fellowships and other programs of financial assistance available from public and private sources for the study of science, technology, engineering or mathematics at the post-secondary and post-baccalaureate levels.

The database will provide information on programs of financial assistance which are targeted to individuals of a particular gender, ethnicity or other demographic group. Websites of sponsors of any program would be listed with hyperlinks to the website. Information on how to contact the sponsor, including e-mail address, would also be provided and the database Website would be fully searchable. The Website will be produced, managed and update through a private vendor under contract with the Department of Education.

Sponsor:  Rep. Rush Holt (D-NJ-12th)

Vote: Passed House by voice vote June 6, 2007.

Cost to the taxpayers: The bill authorizes such sums as may be necessary. Actually appropriation amounts will be determined later in the year during the appropriations process for the Department of Education.

Earmark Certification:   Not applicable to this bill in this form. If the vendor is selected through a competitive process then the bill in its current form does not contain earmarks.
