Presidential Notice of June 19, 2007-Contintuation of the national emergency with respect to the risk of nuclear proliferation created by the accumulation of weapons-usable fissile material in the territory of the Russian Federation.

 

The President issued Executive Order 13159 in June of 2000 to protect the property and interests in property of the Government of the Russian Federation directly related to the implementation of the Agreement between the US and the Russian Federation concerning the disposition of highly enriched uranium extracted from nuclear weapons. The Agreement was made on February 18, 1993.

 

The Agreement allows for the down-blending of highly enriched uranium delivered to low-enriched uranium for peaceful commercial purposes. The original Order declared the national emergency to deal with the risk of nuclear proliferation posed by a large volume of weapons-usable fissile material in the territories of the Russian Federation

 

The national emergency Notice will be continued for another year to provide continued protection from attachment, judgment, decree, lien, execution, garnishment or other judicial process for the property and interests in property of the Government of the Russian Federation directly related to the Agreement.
