HR 3010 making appropriations for the Departments of Labor, Health and Human Services and Education for fiscal year 2006.

TITLE I DEPARTMENT OF LABOR.

BRIEF

The Department of Labor rides herd over everything labor oriented from minimum wage levels to workplace safety and a slew of training programs as well as unemployment insurance and such safety nets in the form of trust funds.

Grants to states to retrain adults for the labor market spent $896 million last year but loses $30 million in 2006. Youth job training, too, lost $36 million resulting in a total for dislocated workers at a flat budget of $1.2 billion.

Reintegrating youth offenders program was eliminated.

Unemployment compensation funding was financed at $2.6 billion or $40 million less this year than last. One-Stop Career Centers, a national chain of local offices offering employment services and training programs lost $10 million from a $97 million budget last year.

The taxpayers will spend $114 million for enforcement and assistance regarding benefits security and the Pension Benefits Guaranty Corporation grabbing an additional $29 million, spends $16 million for pension plan termination and $93 milliion for operational support.

The Employment Standards Commission that oversees wage and hour standards, workers compensation trust funds and program support rose by $15 million to a $400 milliion budget. Disabled coal miners lost $50 million from its fund of $358 million, but black lung spending of $1 billion rose by $6 million. Mine Safety, too, saw more money this year.

OSHA (Occupational Safety and Health Administration) usually not popular with conservative agendas saw a $13 million increase to a $464 million budget.

Veterans employment training, funded at $222 million ($193 in trust funds) was raised in the bill by $1.5 million for 2006.
