H.R.2293 To require the Secretary of State to submit to Congress a report on efforts to bring to justice the Palestinian terrorists who killed John Branchizio, Mark Parson, and John Marin Linde.
The Secretary of State would be required to report to Congress in 30 days and describe the US and Palestinian Authority efforts to bring to justice those who killed John Branchizio, mark Parsons and John Marin Linde in 2003. The three men were contract employees providing security to US diplomatic personnel who were visiting Gaza. The bill states that the diplomats were visiting Gaza to identify potential Palestinian candidates for scholarships under the Fulbright Program.
The bill goes on to assert that Palestinian Authorities knew who the killers were and that Secretary Rice had been assured by PA President Abbas the PA intended to bring the killers to justice.
The US Rewards for Justice program is offering a $5 million reward for information leading to the arrest and conviction of the killers.
The bill goes further with a sense of Congress statement that the PA’s inability or unwillingness of actively and aggressively pursue the investigation calls into question the PA’s suitability as a partner for the US in diplomatic efforts to resolve the Palestinian-Israeli conflict and that future US assistance to the PA may be suspended or conditioned and the operation of the PLO office in Washington may be jeopardized.
The report is to include the number of arrests, interrogations and interviews by the PA, number of man hours assigned to the case, the extent of supervision of the case and the degree of cooperation between the US and the PA regarding this case.
