H.R.1388 To amend the National Trails System Act to designate the Star-Spangled Banner Trail in the States of Maryland and Virginia and the District of Columbia as a National Historic Trail.

The Star Spangled Banner Trail will run 290 miles from southern Maryland through the District of Columbia into Virginia and will commemorate the Chesapeake Campaign of the War of 1812. This bill makes the Trail officially a National Historic Trail.

The bill also requires the Secretary of Interior to encourage communities, land owners along the trail and volunteer groups to participate in the planning, development and maintenance of the Trail.

The Trail will also commemorate the Battle of Baltimore and the British invasion of Washington.

Sponsor:  Rep. John P. Sarbanes (MD-3rd)

Vote: Passed House by voice vote July 23, 2007

Cost to the taxpayers: “CBO estimates that establishing, developing, and administering the proposed historic trail would cost about $2 million over the 2008-2012 period. Of this amount, we estimate that the NPS would spend about $300,000 over the next two years to prepare a comprehensive management plan for the trail. We estimate that the remaining $1.7 million would be spend over the following three years for archeological surveys, development of access sites, and interpretive materials.”
