HR 481 To further the purposes of the Sand Creek Massacre National Historic Site Establishment Act of 2000.

                                                                                         

BRIEF

  Five years ago Congress established the Sand Creek Massacre National Historic Site in Kiowa County, CO. Having acquired over 900 acres the national Park Service now wants the Cheyenne and Arapaho Indian Tribes to sign over about 1,500 acres to be included in the park boundaries. According to the bill all mineral rights and ultimate ownership would remain with the tribes. Title to the Tribal land known as the Dawson Ranch would be granted to the US and then all the property would be included in the Tribes’ reservation and held in trust for them by the US government.

Cost to the taxpayers: CBO said that in the absence of the US Government paying to build buildings on the land, something not expected for five years, the cost to the taxpayer is minimal.
