H.R.2601 to authorize appropriations for the Department of State for fiscal years 2006 and 2007, and for other purposes.

                                                                                         

BRIEF

   The bill authorizes programs and spending limits on a multitude of State Department functions and programs and foreign operations in general. The bill that appropriated the funds passed the House recently. This bill adds to the programs and US agenda world-wide.

   In the Middle East vicinity the bill would remove the Secretary of State’s requirement to establish accountability for the damage to the US facilities in Afghanistan and Iraq and removes the prohibitions on doing business with Libya. Policy is established regarding counter terrorism in the Sahara region.

   Radio broadcast of US propaganda is greatly increased in the bill. The existing broadcast to Cuba is no longer under the Voice of America and is authorized to broadcast on three bands (AM, FM and Short Wave). Such broadcasts have continued despite Cuba’s successful jamming of the incoming signal. Recently begun broadcast to the Middle East will now be supported by annual grants and Radio Free Asia is now permanently authorized. Dependents of Broadcaster in the Northern Mariana Islands will receive education expenses while living there. Energy rich Venezuela is targeted to receive an initial 30 minute per day TV broadcast of “balanced, objective and comprehensive news programming”.

   There was much revision of State Department and Foreign Service personnel. Danger pay would increase and home leave after 18 moths would be lowered to 12 months. A foreign service member could be suspended without pay if there is reasonable cause to believe a crime justifying imprisonment was committed. Death gratuities are increased while appointments to the service are limited. An amendment would make world-wide availability a requirement for employment in the foreign service. One interpretation of the requirement explained that allergies or the need for serious medical attention would restrict assignments to some outposts and would therefore limit the agents usefulness.

  The Secretary of State is urged to open US consular posts in Pusan, Korea and Hat Yai Thailand. No State Department personnel may participate in commemorations relating to leaders of Imperial Japan connected with Pearl Harbor (Dec. 7, 1941)

AMENDMENTS

   It is the amendment activity, however, that further defined the House’s agenda. The House agreed to attach the UN Reform Act of 2005 to the bill. The Act went to great lengths to insist on reorganization of many UN committees and procedures from the US perspective (The bill passed the House and can be read here). A related amendment insists that China fire General Zhu and renounce the use of force towards Taiwan and the use of nuclear weapons against the US as General Zhu suggested. Another amendment would withhold funds for the UN if any of its’ agencies or committees are headed by nations on the US terrorist watch list. A failed bill that would have stopped or micro-managed arms sales to China was attached to this bill by way of a voice vote agreement that would authorize measures to do the same. Also in the “US in the World” category representatives agreed to add an earlier resolution that would create the Active Response Corps, a uniform organization of non-military US citizens trained to quickly respond around the world to natural disasters and other such problems.

   The war on drugs received some attention.

   The US will send two marine patrol aircraft to Columbia for the Columbian Navy to disable drug trafficking ships.

   Large importers and exporters of methamphetamine must fully cooperate to prevent illegal diversion of the drug and another amendment would prioritize interdiction of methamphetamine from Mexico. Afghanis violating US narcotics laws are sought after for extradition.

  $25 million would be spent for a tanker vessel that can refuel allied vessels fighting drugs in the Pacific.

   Funds to treat obstetric fistula in Africa would rise $2 million to $7 million and, despite religious objections, contraceptives would be distributed to help fight the disease, too.

   After decades of spending an amendment would require a cost/benefit analysis of money spent to thwart alien smuggling, human trafficking and terrorist entering the US from Ecuador. Document fraud regarding passports gets some scrutiny requiring upgraded training and investigations of passport agents.

   An amendment to require the President to direct the UN ambassador to begin negotiations for an international treaty banning space-based weapons was rejected 124 to 302.

   Supporting a common standard among interested parties to withdrawing water from the Great Lakes was rejected.

   The current issue of humane treatment of prisoners and the call for a timetable for US troops to leave Iraq were addressed. One amendment expresses the sense of the Senate that “capture, detention and interrogation of international terrorists” and the “detention, lawful and humane interrogation” of detainees at Guantanamo Bay is essential to US defense and Global War on Terrorism. Another amendment would make it the policy of the US to pursue a transfer of responsibility for Iraq forces when they are ready to assume the responsibility and to not withdraw prematurely from Iraq. The US would vacate Iraq when that country “is at peace and not a threat to its neighbors”.

H.AMDT.488 to H.R.2601 An amendment numbered 38 printed in part B of House Report 109-175 to enhance the security of the U.S. by making it the policy of the U.S. to pursue a transfer of responsibility for Iraqi forces only when they are ready to assume such responsibility and not to withdraw prematurely the U.S. Armed Forces from Iraq. Requires any withdrawal to be done only with careful coordination with a decision by the elected government of Iraq which shall be reached jointly when it is clear that the aim of the establishment of a free and stable Iraq that is at peace and not a threat to its neighbors has been or is about to be achieved.
