Presidential Determination No 2005-28 regarding Drawdown under Section 506(a) (2) of the Foreign Assistance Act of 1961, as amended, to furnish Anti-Terrorism Assistance to the Philippines.
Through the Secretary of State and the Secretary of Defense the President is ordering a drawdown of articles, services, military education, and training from the Department of Defense for the purpose of providing anti-terrorism assistance to the Philippines.
The drawdown is authorized up to $10 million of articles, services, military education and training from the inventory and resources of the Dept. of Defense.
Drawdowns have recently been from excess materials in the Dept of Defense. This year, the President has ordered two drawdowns from Defense for Afghanistan. The first totaled $88.5 million of articles, services, military education and training and the second was for $161 million of the same. A drawdown does not require the materiel and services to be excess.
The first drawdown for Afghanistan was later put in an appropriation bill and added to yearly budget.
