Determination to Authorize a Drawdown for Afghanistan Memorandum for the 
Secretary of State [and] the Secretary of Defense.

   A “Drawdown” is the distribution of, in this case, excess “defense articles, defense services 
and military education and training” to, in this case, The Islamic Republic of Afghanistan.
   The articles and services sent would total $161.5 million.
   This is the second drawdown for Afghanistan this year. In February 2005 the President requested 
an $88.5 million drawdown. The funds were later appropriated in the defense supplemental.

    Data on Afghanistan’s military capabilities reflects the Afghan National Army (ANA) total at

about 7,000 members under US training. Although an earlier agreement would put all militia under

the government tribal leaders are retaining control over their own forces.

   Afghanistan has 6.8 million men of conscription age but only 3.6 million are considered fit for duty.

   In 2003 Afghanistan spent $61 million on its military or about 1 percent of the Afghanistan Gross

Domestic Product.
