House Concurrent Resolution 1 regarding consent to assemble outside the seat of government.

 

 

 

BRIEF

   The Resolution would allow the Speaker of the House and the Majority Leader of the Senate to notify Members of Congress to assemble somewhere outside the District of Columbia if, in their opinion, the public interest shall warrant it.

   The Resolution would conform with Article I, section 5, clause 4 of the Constitution and requires that the Speaker and Majority Leader must first consult with the Minority Leaders in the House and Senate.

   Clause 4 of section 5 of Article I of the Constitution says that neither House, during a session, shall adjourn to any other place than where they currently meet without both Bodies consenting.
