S.160 A bill to provide the District of Columbia a voting seat and the State of Utah an additional seat in the House of Representatives.
Under this bill the District of Columbia would be considered a State for the purposes of representation on the US House of Representatives but not in the US Senate. The District would also be given presidential elector status to the Electoral College. On enactment the bill would raise to number of US Representatives to 437.
The District is now represented in the House with one representative but she has no vote and is not included in the total of 435... The increase of to Representatives to the House would come from the reconfiguration of the District representative and would ad one representative for the State of Utah based on population growth there and the establishment of a redistricting by the State.
Judicial review of the matter, should there by challenges to the bill’s constitutionality shall be filed in the District Court of D.C. and will be heard by a three-judge court. A final decision shall be reviewable only by appeal directly to the Supreme Court within 10 days of the decision and filed within 30 days. The appeal is to be expedited “to the greatest possible extent.”
