S.574 A bill to express the sense of Congress on Iraq.
This bill adds to the growing number of bills and resolutions produced by the Senate dealing with the subject of support or opposition to the President’s surge of additional troops into Iraq.
It is identical to the House-passed HCR 63 that asserts support for the troops but opposition to the troop surge. The difference between the two is that this is a bill and so if agreed to in the Senate will go to the House for expected passage and then to the President for signature. It is likely to be vetoed by the President.
The bill has a specific addition over the House resolution requiring the President to report to Congress thirty days after passage of this bill and every thirty days thereafter until all combat troops return from Iraq. The reports are not to be classified with the obvious exceptions. Reports were originally required of the President in the Department of Defense appropriations bill last year but not all required in that bill are required in this bill. The reports required here must contain the current military mission and the diplomatic, political, economic, and military measures that are being or have been taken to successfully complete or support that mission including: efforts to convince Iraq’s main communities to make the compromises necessary for a broad-based and sustainable political settlement; efforts to engage the international community and the region in efforts to stabilize Iraq and to forge a broad-based and sustainable political settlement; and whether the Iraqis have made the compromises necessary to achieve the broad-based and sustainable settlement that is essential for defeating the insurgency.

MORE INFORMATION SECTION 1. SENSE OF CONGRESS ON IRAQ.It is the sense of Congress that-- (1) Congress and the American people will continue to support and protect the members of the United States Armed Forces who are serving or who have served bravely and honorably in Iraq; and (2) Congress disapproves of the decision of President George W. Bush announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq. SEC. 2. FREQUENCY OF REPORTS ON CERTAIN ASPECTS OF POLICY AND OPERATIONS.The United States Policy in Iraq Act (section 1227 of Public Law 109-163; 119 Stat. 3465; 50 U.S.C. 1541 note) is amended by adding at the end the following new subsection: `(d) Frequency of Reports on Certain Aspects of United States Policy and Military Operations in Iraq- Not later than 30 days after the date of the enactment of this subsection, and every 30 days thereafter until all United States combat brigades have redeployed from Iraq, the President shall submit to Congress a report on the matters set forth in paragraphs (1)(A), (1)(B), and (2) of subsection (c). To the maximum extent practicable each report shall be unclassified, with a classified annex if necessary.'.
