H.CON.RES.63 Disapproving of the decision of the President announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq.

In the absence of a Senate resolution on the same subject the House passed this one that simply pledges continued support and protection for members of the Armed Forces serving in or who have served in Iraq and disapproves of President Bush’s decision of January 10, 2007 to deploy more than 20,000 additional US troops to Iraq.

Some have tagged the resolution as pointless because it is nonbinding (requires no further action by anyone) others see it as contradictory because it supports the troops but not the new mission. The resolution has been described as a first step in dealing with funding for the war in Iraq in particular: a majority of Congress goes on record opposing the surge precedes deeper scrutiny of spending amounts and spending targets in the President’s budget request to fund the war.

Sponsor:  Rep. Ike Skelton (D-MO-4th)

Vote: Passed House 246 to 182 February 16, 2007 (RC 99)

Cost to the taxpayers: No discernible cost

Earmark Certification: Not applicable to this Resolution.
