H.R.6560 To establish an earned import allowance program under Public Law 109-53, and for other purposes.
The bill makes amendments to a title of the Dominican Republic-Central America Free Trade Agreement signed into law in 2006 to apply and identify preferential treatment to some garments being created in and imported from the Dominican Republic.
Preferential treatment is given to eligible apparel articles wholly assembled in an eligible country and imported directly from that country. Those articles would enter the US duty free, without regard to the source of the fabric or yarns from which they are made if they are accompanied by an ‘earned import allowance certificate’ (EIAC) that reflects the amount of credits equal to the total square meter equivalents of fabric in the articles.
A program is to be established to provide EIACs to any producer or entity controlling the production of eligible apparel articles based on one credit issued for every square meter equivalents of fabric that the producer can demonstrate was purchased that is like or similar to any article for preferential treatment. The producer can redeem the credits for EIACs . Any textile mill in the US that exports qualifying fabric may support the claim of purchase.
Articles covered by this bill include trousers, bib and brace overalls, breeches and shorts, skirts and divided skirts, and pants. Qualifying country is the Dominican Republic. Qualifying fabrics means woven fabric of cotton wholly formed in the US from yarns wholly formed in the US. Nylon or other yarns may not exceed 10% of the fabric total weight
