H.R.31 To amend the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the Elsinore Valley Municipal Water District Wildomar Service Area Recycled Water Distribution Facilities and Alberhill Wastewater Treatment and Reclamation Facility Projects.
The Secretary of Interior is authorized to participate in the design, planning and construction of permanent facilities needed to establish recycled water distribution and wastewater treatment and reclaim. Interior will participate with the Elsinore Valley Municipal Water District in California. The Federal share is limited to 25%
The EVMWD is in southeastern Riverside County bordering on Orange County. The final water product will be fore landscaping and agricultural irrigation customers. Sponsor: Rep. Darrell Issa (R-CA-49th) Vote: Passed House by voice vote July 30, 2007 Cost to the taxpayers: $12,500,000. CBO estimates that implementing the legislation would cost $7 million over the 2008-2012 period and an additional $5.5 million after 2012.
