H.R.3067 To amend the United States Housing Act of 1937 to exempt small public housing agencies from the requirement of preparing an annual public housing agency plan.

Small public housing agencies, like their larger counterparts, must file an annual public agency plan. This bill exempts them from the responsibility if they administer no more than 250 dwelling units and section 8 vouchers (rental assistance for low-income tenants). The agency must not be a troubled agency.

The Small PHS must still conduct public hearings to discuss goals and policies and make the goals and policies available at their public offices. The hearings and information on the hearings must be made available 4 days before the hearing date and content of the hearing must be also made available by published notice

Resident advisory panels must be established and consulted with. The PHS’ must also make civil rights certifications each year.

Sponsor:  Rep. Randy Neugebauer (R-TX-19th)

Vote: Passed House by voice vote July 30, 2007

Cost to the taxpayers: No discernible cost.
