H.R.2722 To restructure the Coast Guard Integrated Deepwater Program, and for other purposes.
The Deepwater Program primarily involves the procurement of cutter and aviation assets that operate more than 50 miles offshore and this bill looks to be specific on what is procured, how contracts for procurements are let out and provides for an oversight of the project.
The Program wants to purchase 3 cutters and 2 national security cutters and vertical Unmanned Aerial Vehicles along with several technologies.
A private sector entity can be used as a lead systems integrator and open competition must be used to acquire assets. A chief Acquisitions Officer is to be hired to oversee all acquisitions and procedures. Reports are required beginning with a minimum of a 5% cost overrun.
