H.R.23 To amend title 46, United States Code, to provide benefits to certain individuals who served in the United States merchant marine (including the Army Transport Service and the Naval Transport Service) during World War II.

The Merchant Marines were responsible for the shipment of essential supplies to troops in WWII, often traveling through war zones to accomplish the mission.

The bill would issue a certificate of honorable service and extend benefits to surviving merchant marine members. Beneficiaries would receive veteran’s burial benefits and a $1000 tax free monthly payment. Surviving spouses who were married to the veterans for at least one year would also receive the payment.

Beneficiaries would have served on a vessel other than ones operating on inland waters, the Great Lakes and other lakes, bays, and harbors of the US

Vote: Passed House by voice vote July 30, 3007
