MILITARY CONSTRUCTION AND QUALITY OF LIFE/ VETERANS BILL

CLEARS SENATE

 

The most pronounced spending in this appropriation bill is for Veteran’s Medical Services that, at a total of $25.4 billion, is an increase of $2.6 billion over last year. The amount is $100 million under the President’s request. Mandatory health care payouts for Veterans is increased by $4.2 billion. Addressing the concern that healthcare information technology has dragged towards implementation the bill provides a $5 million increase to help get all veteran medical records in one place and accessible on-line. YOUTH ALCOHOL USE A CONCERN

 

   Congress looked and found that alcohol consumption by Americans under 21 is increasing to the extent that more youths consume alcohol than tobacco or illegal drugs, that 45.6% of children have used alcohol by eighth  grade and 76.6% by end of high school. The use adds up to an annual cost to society of more than $53 billion.

ANIMAL ACTIVISTS COULD FACE FINES

TO $1 MILLION

 

Action prohibited and punishable under the bill include travel and using the mail to intentionally damage or interfere with the operations of an animal enterprise, causing the loss of any real or personal property related to or used by the animal enterprise, intentionally placing a person in reasonable fear of death or serious bodily injury or the same towards the immediate family or a spouse or intimate partner of the person(s) involved in the animal enterprise.
