Extensive Amendments Delay Passage The President and Congress have decided to continue to fund the global war on terror efforts in Iraq, Afghanistan and elsewhere through this off-budget, deficit-increasing bill rather than include the spending in on-budget appropriations. This industrious bill would write into law existing sanctions imposed on Iran until such a time as the US president certifies that Iran has permanently and verifiably dismantled its weapons of mass destruction programs and has committed to combating the proliferation of such weapons.
