BRIEF

  The bill would establish that a Federal agency is not required to identify alternative project locations for a renewable energy project or analyze the environmental effects of alternative locations or actions. The agency, then, would identify and analyze only the environmental effects and potential mitigation measures of the proposed action or a ‘no action’ alternative.

  Regarding public comment to any such plans the agency would only consider public opinion comments that specifically address the planned actions and which are filed within 20 days after publication of a draft environmental assessment or draft environmental impact statement
