Presidential Determination-Continuation of the National Emergency With Respect to Burma.

President Bush has determined that the Government of Burma, an Asian country, continues to repress democratic opposition and that justifies prohibiting new investment in Burma by US citizens. The original prohibition was determined and signed by former President Bill Clinton on May 20, 1997, in Executive Order 13047. President Clinton also declared under The International Emergency Economic Powers Act that Burma is a threat to foreign policy and national security.
President Bush issued Executive Order 13310 in July 2003 putting in place an import ban required by the Burmese Freedom and Democracy Act of 2003 and prohibiting exports of financial services to Burma and dealing with properties some Burmese have an interest in.
The President sees Burma's actions and policies as posing an 'unusual and extraordinary threat to US national security and foreign policy' and so continues the policy declared by President Clinton in 1997 and himself in 2003.
