TRANSPORTATION BILL BECOMES VEHICLE FOR OMNIBUS RIDER
TheWeekInCongress.com - December 10, 2009 - The House agreed to the conference report in a 221 to 202 vote with 28 Democrats joining 174 Republicans in opposition.
Including funds for Transportation-HUD the bill provides a total of $446 billion for Commerce, Justice, Science; Financial Services; Labor-Health-Education; Military Construction, Veterans Affairs; and State, Foreign Operations. The total amount is approximately $42 billion more than provided for those agencies in FY 2009. The bill boosts spending for law enforcement, education, veterans health, job creations, and energy and other assistance to the poor, elderly and disabled.
In more politicized areas the bill provides funds for programs aimed at reducing abortions, prohibits funding for the beleaguered civic organization ACORN, and requires a report on the status and progress of diplomatic efforts to prevent Iran from acquiring nuclear weapons.
HOUSE PASSES BILL TO PROTECT INVESTORS
TheWeekInCongress.com - December 10, 2009 - The House passed 223 to 202, HR 4137, a bill creating protections for financial investors and processes for dissolving large, failing financial institutions without taxpayer bailout funds.
Consumers would be protected by the creation of the Consumer Financial Protection Agency (CFPA), an independent federal agency solely devoted to protecting Americans from unfair and abusive financial products and services.
Protection against the cost and economic impact of large failing businesses would come from dismantling large, failing institutions in an orderly fashion and one that is financed by a Systemic Dissolution Fund (SDF) created in the bill. The resources of the SDF come from assessments on financial companies with assets greater than $50 billion and hedge funds with assets over $10 billion. The efforts will be overseen by the Consumer Financial Protection Agency.
HR 4237 bill report, amendments and votes TAX BREAK EXTENSION GET GO-AHEAD FROM HOUSE
TheWeekInCongress.com - December 9, 2009 -- The House passed HR 4213, a bill extending expiring tax breaks by a vote of 241 to 181. The bill continues tax breaks for individuals, businesses, charitable giving, Native Americans, community assistance, disaster relief, and energy.
Revenue provisions include a projected $24.7 billion from taxing investment managers carried interests as ordinary income received in exchange for the performance of services to the extent that carried interest does not reflect a reasonable return on invested capital.
The U.S. Treasury Department is given significant new tools to find and prosecute U.S. individuals that hide assets overseas from the Internal Revenue Service through foreign financial institutions, foreign trusts, and foreign corporations.
