H.R.786 To amend the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the Los Angeles County Water Supply Augmentation Demonstration Project, and for other purposes.

Federal funds are provided for a demonstration project in Los Angeles that aims to install state-of-the-Art management practices and retrofitting for water conservation, pollution management and reduction and habitat restoration.

The Federal government will take a 25% share in planning, design, construction and assessment of a demonstration project that will demonstrate the potential for infiltration of storm water runoff to recharge groundwater. The mob requires retrofitting one or more sites in the Los Angeles area to reflect state-of-the-art best management practices for water conservation, pollution reduction and treatment and habitat restoration. Before and after the retrofitting the project will assess the potential new water yield and the value of the new water.

The Federal government will not pay for operations and maintenance and includes the pre- and post-development monitoring for two years prior and after project completion to be considered operations and maintenance.

The authority for the project ends in ten years.
